BIS Certification Licence for Toys
Toys (Quality Control) Order 2020, BIS certification makes it mandatory for all toys for children under the age of 14 and all Electric and Non-Electric toys bear the standard Quality mark of BIS i.e is ISI mark. Accordingly, no person is permitted to manufacture, import, sell or distribute, store, hire, lease or exhibit for sale toys that do not conform to the Indian Standard and do not bear the “ISI” mark under a licence from BIS.

The steps in obtaining BIS certification for toys:
In case the BIS Certificate for Toys is required for more than one type of toy (i.e. non-electrical and electrical), separate applications should be made for each type.
If a manufacturer of toys has manufacturing units operating from different locations the manufacturer has to apply separately for each of manufacturing premises/unit. Whereas if a manufacturer of toys is only involved in marketing and distribution not a manufacturer of toys then the order does not apply to the particular practice.
If the toy manufacturer is manufacturing non-electrical toys, then the firm to equip with the testing facilities and comply with the requirements of IS 9873 (part1). If the toy manufacturer is manufacturing electrical toys, then the firm to equip with the testing facilities and comply with the requirements of IS 15644.
The Scheme of Inspection and Testing stipulates the frequency of conducting the various tests and details out the tests for which in-house test facility is required and for tests subcontracting is permitted.
