BIS Certification for Bolts, Nuts & Fasteners

(Mandatory under Bolts, Nuts and Fasteners Quality Control Order, 2023)

The Government of India, through the Department for Promotion of Industry and Internal Trade (DPIIT), has notified the Bolts, Nuts and Fasteners (Quality Control) Order, 2023, making BIS certification compulsory for a wide range of bolts, nuts, and fasteners manufactured, imported, or sold in India.

Under this Quality Control Order (QCO), all notified products must conform to the applicable Indian Standards and bear the BIS Standard Mark under Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. Non-compliant products are prohibited from manufacture, import, sale, or distribution in the Indian market.

Products Covered under Mandatory BIS Certification

The QCO covers the following categories of bolts, nuts, and fasteners, governed by the corresponding Indian Standards:

Hexagon Head Bolts, Screws & Nuts

 • IS 1363 (Part 1):2019 - Product Grade C, Hexagon head bolts (M5-M64)

 • IS 1363 (Part 2):2018 - Hexagon head screws (M5-M64)

 • IS 1363 (Part 3):2018 - Product Grade C, Hexagon nuts (M5-M64)

Product Grades A & B

 • IS 1364 (Part 1):2018 - Hexagon head bolts, Grades A & B (M1.6-M64)

 • IS 1364 (Part 2):2018 - Hexagon head screws, Grades A & B (M1.6-M64)

Structural & Special Fasteners

 • IS 3757:1985 - High strength structural bolts

 • IS 6623:2004 - High strength structural nuts

 • IS 10238:2001 - Step bolts for steel structures

 • IS 12427:2001 - Transmission tower bolts (hexagon head)

Tower Bolts & Sliding Door Bolts

 • IS 204 (Part 1):1991 - Tower bolts (ferrous metals)

 • IS 204 (Part 2):1992 - Tower bolts (non-ferrous metals)

 • IS 15833:2009 - Stainless steel tower bolts

 • IS 15834:2020 - Stainless steel sliding door bolts (aldrops)

 • IS 2681:1993 - Non-ferrous metal sliding door bolts

 • IS 281:2009 - Mild steel sliding door bolts

 • IS 7534:1985 - Sliding locking bolts for use with padlocks

Other Fasteners

 • IS 5187:1972 - Flush bolts

 • IS 4621:1975 - Indicating bolts for public baths and lavatories

 • IS 1284:1975 - Wrought aluminium alloy bolt and screw stock

Early initiation of BIS certification is strongly advised to avoid shipment blocks, customs detention, and market enforcement action.

Who Must Obtain BIS Licence?

 • Domestic manufacturers of all notified Bolts, Nuts and Fasteners

 • Foreign manufacturers exporting all notified Bolts, Nuts and Fasteners to India under Foreign Manufacturers Certification Scheme

 • Importers/Brand owners marketing or selling all notified Bolts, Nuts and Fasteners in India are required to procure such products only from manufacturers holding a valid BIS Licence.

Exemptions under the QCO

 • Products manufactured exclusively for export

 • Fasteners imported as part of a finished product / sub-assembly

 • Fasteners imported by domestic manufacturers for producing export goods

 • Certain Udyam-registered MSMEs meeting prescribed investment and turnover limits.

Certification & Enforcement Authority

The Bureau of Indian Standards (BIS) is the sole authority for:

 • Grant of BIS licence

 • Market surveillance and enforcement

 • Action against non-compliance

Under the notified framework:

 • Every manufacturer of all notified Bolts, Nuts and Fasteners must obtain BIS License

 • All notified Bolts, Nuts and Fasteners must meet requirements of relevant Indian Standard, as amended from time to time

 • BIS certification is a pre-condition for sale in the Indian market.

Non-compliance of QCO may result in:
