A wide range of IT, electronic, and solar products are required to comply with mandatory safety and quality standards before they can be manufactured, imported, sold, or distributed in India. These requirements are enforced through the Compulsory Registration Scheme (CRS) operated by the Bureau of Indian Standards (BIS) under the directions of the Ministry of Electronics and Information Technology (MeitY) and the Ministry of New and Renewable Energy (MNRE).
Under CRS, products cannot be placed in the Indian market unless they conform to the applicable Indian Standards and bear the BIS Registration Mark with a unique R-Number.
The CRS is a mandatory conformity assessment scheme under Scheme-II of the BIS (Conformity Assessment) Regulations. Certification is granted based on testing of product samples in BIS-recognised, NABL accredited laboratories and self-declaration of conformity by the manufacturer.
Unlike the BIS licence under Scheme-I, CRS registration:
• Is product-model specific
• Is based on type testing
• Does not involve routine factory inspection
• Requires strict control on model changes and variants
IT & Electronic Products (MeitY)
CRS applies to a wide range of notified products, including (indicative list):
• Power adapters and chargers
• IT equipment and peripherals
• Audio / video equipment
• Household and office electronic appliances
• Electronic control and power equipment
Solar Products (MNRE)
The Ministry of New and Renewable Energy (MNRE) has notified specific Solar Photovoltaic (SPV) systems, devices, and components under mandatory registration, including:
• Solar PV modules
• Solar inverters and related components
• Solar devices and systems as notified under MNRE orders
Only products registered under CRS are permitted for sale, import, government procurement, and project deployment in India.
BIS registration under CRS is mandatory for:
• Indian manufacturers of notified IT, electronic, and solar products
• Foreign manufacturers exporting such products to India under Foreign Manufacturers Certification Scheme
• Importers/Brand owners selling such products through the original manufacturers in the Indian Market
Non-compliance of QCO may result in:
• Rejection of consignments by Indian Customs for foreign manufacturers
• Market withdrawal and stop-sale orders
• Legal action under applicable Indian regulations
• Any violation of the QCO attracts penalties under the BIS Act, 2016, including seizure of goods and prosecution.
