BIS Certification for Wrenches & Hand Tools

(Mandatory under Hand Tools Quality Control Order, 2025)

The Government of India, through the Department for Promotion of Industry and Internal Trade (DPIIT), has notified the Hand Tools (Quality Control) Order, 2025, making BIS certification compulsory for specified categories of wrenches and hand tools.

Under this Quality Control Order (QCO), all notified hand tools must conform to the applicable Indian Standards and bear the BIS Standard Mark under Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. Non-compliant products cannot be manufactured, imported, sold, or distributed in the Indian market.

Wrenches & Hand Tools Covered under Mandatory BIS Certification

The QCO covers the following categories of wrenches and related hand tools, governed by the corresponding Indian Standards:

Pipe Wrenches

 • IS 4003 (Part 1):1978 - Pipe wrenches, general purpose

 • IS 4003 (Part 2):1986 - Pipe wrenches, heavy duty

Spanners / Wrenches

 • IS 2028:2004 - Open-jaw wrenches (spanners)

 • IS 2029:1998 - Ring wrenches (spanners)

 • IS 6149:1984 - Single-ended open-jaw adjustable wrenches

 • IS 4123:1982 - Chain pipe wrenches

 • IS 4508:1992 - Open-ended slugging wrenches (spanners)

 • IS 4509:1992 - Ring slugging wrenches (spanners)

Related Hand Tools

 • IS 3650:1981 - Combination side cutting pliers

Manufacturers and importers are advised to initiate BIS certification to avoid supply chain disruption and enforcement action.

Who Must Obtain BIS Licence?

 • Domestic manufacturers of all notified Wrenches and related hand tools

 • Foreign manufacturers exporting all notified Wrenches and related hand tools to India under Foreign Manufacturers Certification Scheme

 • Importers/Brand owners marketing or selling all notified Wrenches and related hand tools in India are required to procure such products only from manufacturers holding a valid BIS Licence.

Exemptions under the QCO

 • All Notified Wrenches and related hand tools manufactured exclusively for export

 • Up to 200 units per year imported for research & development purposes only (not for sale, to be scrapped after use, with year-wise records maintained)

 • MSME-related exemptions as specified under the Order.

Certification & Enforcement Authority

The Bureau of Indian Standards (BIS) is the sole authority for:

 • Grant of BIS licence

 • Market surveillance and enforcement

 • Action against non-compliance

Under the notified framework:

 • Every manufacturer of all notified Wrenches and related hand tools must obtain BIS License

 • All notified Wrenches and related hand tools must meet requirements of relevant Indian Standard, as amended from time to time

 • BIS certification is a pre-condition for sale in the Indian market.

Non-compliance of QCO may result in:

 • Rejection of consignments by Indian Customs for foreign manufacturers
