The Government of India, through the Furniture (Quality Control) Order, 2025, has notified mandatory BIS certification for specified categories of furniture products. Manufacturers cannot manufacture, sell, distribute, or import covered furniture products in India without a valid BIS Licence issued under Scheme-I of BIS Conformity Assessment Regulations.

This standard does not cover:
• Reclining or tilting chairs
• Settees and other forms of multiple seating

Tables and Desks - IS 17633:2022
The standard covers:
• Fully manufactured / fabricated tables and desks for use by adults and also covers,
• Tables and desks designed for seated, sit-stand, and standing working positions, incorporating glass components in their construction. and
• Ready-to-assemble (RTA) furniture, where all requirements shall be assessed on the fully assembled unit.

Storage Units - IS 17634:2022
The standard Covers:
• Completely manufactured / fabricated storage units for domestic and institutional use, for applications such as filing papers and similar storage purposes and also with both movable and non-movable components and
• Ready-to-assemble (RTA) storage units, where compliance requirements are evaluated on the fully assembled product.

Beds - IS 17635:2022
This Indian Standard covers:
• Completely manufactured / fabricated beds intended for adult use in both domestic and non-domestic environments, and
• Ready-to-assemble (RTA) beds, where all requirements are assessed on the fully assembled unit.

• Wooden beds
• Metal beds
• Residential and institutional beds
This standard does not cover:
• Waterbeds, airbeds, foldaway beds, or bunk beds
• Beds designed for people with special needs
• Beds intended for healthcare or medical purposes
• Beds with electrical adjustability
• Sofa-beds or furniture convertible from a sofa to a bed

Bunk Beds - IS 17636:2022
These Indian Standard covers bunk beds intended for and also single beds
The standard Cover:
• Completely manufactured / fabricated bunk beds both domestic and non-domestic use
• Elevated single beds where the bed base is positioned at a height of 800 mm or more above the finished floor level, irrespective of how the space beneath the bed is utilized.
• freestanding bunk beds supplied as complete units and assembled at the place of use and
• Ready-to-assemble (RTA) units, where compliance requirements are evaluated on the fully assembled and ready-for-use product.

• Bunk beds for hostels
• Institutional and residential bunk beds
Compliance with this standard ensures that applicable bunk beds meet essential BIS safety, stability, and performance criteria, as required under the relevant Quality Control Order (QCO) for the Indian market.
• Domestic furniture manufacturers
• Foreign manufacturers exporting furniture to India under Foreign Manufacturers Certification Scheme
• Importers/Brand owners marketing or selling furniture in India are required to procure such products only from manufacturers holding a valid BIS Licence, and to ensure that each product carries the ISI Mark as mandated by Indian regulations.
The Bureau of Indian Standards (BIS) is the designated authority for:
• Grant of BIS licence
• Market surveillance and enforcement
• Action against non-compliance
Under the notified framework:
• Every furniture manufacturer must obtain BIS License
• Each furniture item listed out in the Quality Control Order must bear an ISI mark before sale, import, or distribution in India
• Furniture must meet requirements of relevant Indian Standard, as amended from time to time
• BIS certification is a pre-condition for sale in the Indian market.
Non-compliance of QCO may result in:
• Rejection of consignments by Indian Customs for foreign manufacturers
• Market withdrawal and stop-sale orders
• Legal action under applicable Indian regulations
• Any violation of the QCO attracts penalties under the BIS Act, 2016, including seizure of goods and prosecution.
