BIS X Certification for Machinery Safety
The Central Government, issued the Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2022, considering it essential or expedient in the public interest. According to this QCO, machines and electrical equipment and their assemblies, sub-assemblies, and components listed in QCO must conform to the corresponding Indian Standard and bear the Standard Mark under a license from the Bureau of Indian Standards. The Bureau shall be certifying and enforcing authority for the machinery or electrical equipment as the case may be.
The types of Machinery and Electrical Equipment that come under the purview of the QCO are as under:
The following areas where the machinery safety is considered important and the relevant standards have also been indicated in the QCO.
Each machine, or as the case may be, electrical equipment specified in the first Schedule of QCO shall conform to the corresponding Indian Standards, as applicable are as follows:
(a) Type A standards: IS 16819:2018/ISO 12100:2010 (Safety of Machinery General Principles for Design- Risk Assessment and Risk Reduction and, the details available in QCO
(b) Type B Standards –as per the second schedule of QCO;
(c) Type C Standards – as per the third Schedule of QCO:
If a Type C standard deviates from one or more technical provisions dealt with by Type A or Type B standard, Type C standard takes precedence.
Each machine, or as the case may be, electrical equipment, specified in the first Schedule shall conform to the labeling and marking requirements as provided in the Scheme X of the Conformity Assessment Regulations and also to be complied with the safety instructions or symbols, if any required to be labeled or marked on the machinery or electrical equipment, as the case may be.
Each machine or electrical equipment, as the case may be, specified in the first Schedule shall bear the standard mark under a license from the Bureau; or issued with a certificate of conformity in case of machine, or as the case may be, electrical equipment, is not desired to be manufactured on a continuous basis as provided in the Scheme X of the Conformity Assessment Regulations.
Prior to obtaining license or certificate of conformity the manufacturer of each machinery or electrical equipment specified in the first schedule shall register with the BIS
BIS Certification Scheme X proposes two procedures:
If the testing time in the BIS or BIS recognized laboratory is more than expected, the manufacturer may opt for submission of in-house test laboratory (including sub-contracted facilities). These tests will also be witnessed during the inspection visit by the BIS officer.
For a long duration test requiring testing time 30 days (one month) and above, the manufacturer will get the BIS certification based on undertaking.

Selection of Indian Standard: The applicants be required to select the Indian Standard (IS) for which the application is being submitted as per column 3 of the following table:

Whereas no change is applicable for 5 out of 8 Indian Standard notified under Electrical Equipment Quality Control Amendment Order, the alternate Indian Standard to be selected for remaining 3 Indian Standards is shown in Bold in column 3 of above table.

Note: The applicants of foreign Manufacturers need to bear all expenses such as cost of travel, Stay, laboratory testing charges similar to that of foreign manufacturers certification scheme being operated by BIS.
Time Norms: The time frame for obtaining license varies between two to three months.
