BIS Certification for Screws

(Mandatory under Cross Recessed Screws Quality Control Order, 2025)

The Government of India, through the Department for Promotion of Industry and Internal Trade (DPIIT), has notified the Cross Recessed Screws (Quality Control) Order, 2025, making BIS certification compulsory for a wide range of screws manufactured, imported, or sold in India.

Under this Quality Control Order (QCO), all notified screws must conform to the applicable Indian Standards and bear the BIS Standard Mark under Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. Non-compliant products cannot be manufactured, imported, stocked, or sold in the Indian market.

Screws Covered under Mandatory BIS Certification

The QCO covers cross-recessed screws and allied tapping / drilling screws, governed by the following Indian Standards:

Cross Recessed Drilling & Tapping Screws

 • IS 18471 (Part 1):2023 / ISO 15481 Cross recessed drilling screws with tapping screw thread - Pan Head

 • IS 18471 (Part 2):2023 / ISO 15482 Cross recessed drilling screws with tapping screw thread - Countersunk Head

 • IS 18471 (Part 3):2023 / ISO 15483 Cross recessed drilling screws with tapping screw thread - Raised Countersunk Head

 • IS 18476:2023 / ISO 15480 Hexagon washer head drilling screws with tapping screw thread

Cross Recessed Tapping Screws

 • IS 18480 (Part 1):2023 / ISO 7049 - Pan head

 • IS 18480 (Part 2):2023 / ISO 7050 - Countersunk flat head

 • IS 18480 (Part 3):2023 / ISO 7051 - Raised countersunk oval head

Machine Screws - Product Grade A

 • IS 7483:2018 / ISO 7045 - Pan head screws (Type H / Z cross recess)

 • IS 7485 (Part 1):2018 / ISO 7046-1 - Countersunk flat head screws, Class 4.8

 • IS 7485 (Part 2):2018 / ISO 7046-2 - Countersunk flat head screws, Class 8.8 / Stainless steel / Non-ferrous

 • IS 7486:2018 / ISO 7047 - Raised countersunk head screws

Other Screws

 • IS 18507:2024 - Drywall screws

 • IS 18508:2024 - Chipboard screws

 • IS 18509:2023 - Cross-recessed countersunk head wood screws

Manufacturers and importers are strongly advised to initiate BIS certification well in advance to avoid business disruption.

Who Must Obtain BIS Licence?

 • Domestic manufacturers of covered screws

 • Foreign manufacturers exporting Screws to India under Foreign Manufacturers Certification Scheme

 • Importers/Brand owners marketing or selling Screws in India are required to procure such products only from manufacturers holding a valid BIS Licence.

Exemptions (As per QCO)

 • Goods manufactured exclusively for export

 • Screws imported as part of a finished product / sub-assembly

 • Imports up to 200 kg per year for R&D purposes (not for sale, scrapped after use, with records maintained)

 • Certain Udyam-registered micro & small units meeting turnover and investment thresholds.

Certification & Enforcement Authority

The Bureau of Indian Standards (BIS) is the sole authority for:

 • Grant of BIS licence

 • Market surveillance and enforcement

 • Action against non-compliance

Under the notified framework:

 • Every manufacturer of cross-recessed screws and allied tapping / drilling screws must obtain BIS License

 • BIS certification is a pre-condition for sale in the Indian market.

Non-compliance of QCO may result in:

 • Legal action under applicable Indian regulations

 • Any violation of the QCO attracts penalties under the BIS Act, 2016, including seizure of goods and prosecution.
