BIS Certification for Reverse Osmosis (RO) Based Point-of-Use (POU) Water Treatment Systems

(Mandatory under Environment (Protection) Rules & BIS Requirements)

The Government of India has brought Reverse Osmosis (RO) based Point-of-Use (POU) Water Treatment Systems for drinking purposes under mandatory certification through a notified Quality Control framework issued under the Environment (Protection) Act, 1986.

As per the notification, all RO-based POU Water Treatment Systems manufactured, assembled, imported, or sold in India must comply with Indian Standard IS 16240 and bear the BIS Standard Mark (ISI Mark) under Scheme-I of the BIS Conformity Assessment Regulations, 2018.

Applicable Indian Standard

IS 16240:2023 Reverse Osmosis (RO) Based Point-of-Use (POU) Water Treatment System for Drinking Purposes — Specification

Compliance with IS 16240 ensures conformity with requirements relating to:

 • Product performance and safety

 • Water quality parameters

 • Recovery efficiency and reject water generation

 • Constructional and material requirements

 • Marking, labelling, and consumer information

Mandatory Implementation Date

The Quality Control Order makes BIS certification mandatory with effect from:

10 November 2024

From this date onwards, no RO-based POU Water Treatment System can be manufactured, imported, or sold in India without a valid BIS licence.

Who Must Obtain BIS Licence?

BIS certification is compulsory for:

 • Indian manufacturers of RO-based POU water purifiers

 • Foreign manufacturers exporting RO systems to India

 • Importers / brand owners selling RO water purifiers in the Indian market

Non-compliant products are liable for market withdrawal, seizure, and penal action under the applicable laws.

Certification & Enforcement Authority

The Bureau of Indian Standards (BIS) is the designated authority for:

 • Grant of BIS licence

 • Market surveillance and enforcement

 • Action against non-compliance

Under the notified framework:

 • Every RO-based POU system must carry a BIS licence and ISI mark

 • Products must meet IS 16240 requirements, as amended from time to time

 • Manufacturers are responsible for management of discarded elements, including plastic, electrical, and electronic waste, under applicable EPR and waste management rules

 • BIS certification is a pre-condition for sale in the Indian market.

Non-compliance of QCO may result in:

 • Rejection of consignments by Indian Customs for foreign manufacturers

 • Market withdrawal and stop-sale orders

 • Legal action under applicable Indian regulations

 • Any violation of the QCO attracts penalties under the BIS Act, 2016, including seizure of goods and prosecution.
